The Professional Monitor rarely makes recommendations as that is not the generally accepted role. If the Court has ordered that recommendations are to be made by the supervision monitor, team, or agency, then recommendations will be made. If not, then the supervisor/agency is only allowed to report documented observations. The observations must be conveyed in a manner that presents the information but does not interpret or offer possible explanations. It is the responsibility of each party and their legal representatives to provide explanations and/or interpretations to the Court.
