The Council can do the work at the written request of the owners or occupiers and recover the costs from them. In practice, however, if the neighbours cannot agree between themselves to have the work done, it is unlikely that the Council could get such agreement from all of them. The more houses are involved the less likely it is that everyone will acknowledge their liability. In the absence of agreement, the Council has no right to do the work until the Notices have expired. If request forms have been enclosed with the Notices and all the owners or occupiers sign and return them, we will arrange the work without delay.
