The Executive proposal description states that: A school district’s governing board will be permitted to authorize a withdrawal of excess funds in an employee benefits accrued liability reserve fund in order to maintain education programming during the 2010-11 school year. The amount withdrawn could not exceed the Gap Elimination Adjustment for a school district. The State Comptroller will certify that funds withdrawn are in excess of the amount required for employee benefits which are a liability against the fund.
