Before the Chernobyl disaster very few experts anticipated a nuclear power plant accident that could result in such intense environmental contamination. Thus no consideration was given to developing an internationally accepted and applied rating method, which could be used to inform the public properly. After drawing the conclusions of the Chernobyl disaster, very strong international cooperation evolved, especially in Europe. This cooperation is primarily coordinated by the Organisation for Economic Co-operation and Development (OECD), the International Atomic Energy Agency (IAEA) and the European Community (EC), and it functions with their support. Hungary takes part in the organizing and in the developmental research, both on the level of government and institutions.
