Approvals are issued for the entire site, and the ESDM has to be prepared for the entire site. In a case where a university is spread out over a large area (e.g. UofT St. George campus), the campus may be divided into clusters of locations. Approvals will be issued for each “cluster” of locations and the ESDM will need to cover that “cluster” of locations.
