“The fourth beast shall be the fourth kingdom upon the earth.” Daniel 7:23. “The waters … are peoples, and multitudes, and nations, and tongues.” Revelation 17:15. Answer: Beasts represent kingdoms or nations. Water represents multitudes of people or large populations. The four beasts of Daniel 7 represent the four world kingdoms (verses 17, 18).
