Yes, at the highest difficulty “insane” the AI benefits from additional resources. But the enemies don’t cheat on all levels. At the second highest level “hard” for instance they play as tactical as at the highest, just without the bonus resources. That’s an important step compared to the predecessor. Like in many real time games enemies in the first Starcraft saw the whole map all the time and knew exactly where the buildings and units of the player were located. In the second part that doesn’t apply any more. The computer enemies have to send out spies to spot the player. They first have to find out what the other fractions build, then they adjust their tactic to that.
