In order to by-pass the scientific review, does a project have to be a previously highly rated JIF/JREI bid AND originate from a 4+ RAE rated department?

No, if a project EITHER originates from a 4+ RAE rated department OR was a previously highly rated by unfunded JIF/JREI bid, then it would by-pass the scientific review and would not have to submit a Supplementary Science Case.
