EPA prefers that each state determine the NOx allocations for its own sources. Although EPA will determine NOx allocations for the CAIR FIP NOx annual and NOx ozone season trading programs, we intend to only record EPA-determined allocations in allowance accounts for sources located in a state without a timely, approved full CAIR SIP revision or timely, approved abbreviated CAIR SIP revision providing for state-determined allocations.
