Halo PC has terrible netcode. That’s not my opinion, but a proven fact. As such, unless you have a ping of zero, it’s all just a guessing game. You need to shoot where the person will be, not where they are. Because every server is different, it would be impossible to tell you how much to lead your shots. Just experiment for a while to find out.
