Any LDV that a covered alternative fuel provider fleet acquires is counted in determining annual AFV-acquisition requirements, regardless of whether the LDV is acquired inside or outside an MSA or CMSA. Covered state fleets, however, need only count LDV acquisitions located or operating within an MSA or CMSA.
