Yes, electrons collide with neutral atoms of the lattice all the time as electrical current flows (thus giving rise to resistivity). However, since atoms consist of chiefly nothing (i.e. they are mostly open space) the collisions occur rather infrequently so most of the electrons still flow unabated.
