In a spa does it make sense to use Sodium Dichloro-s-triazinetrione when the pH is in balance and use Bleach when the pH is low?

It seems like this would save money, and end up with less dissolved solids in the water. It also seems like it might be better to have less of the chlorine stabilizer around if you don’t need it.
