In the event of a base closure, employees are separated through a Business Based Action (BBA). A BBA is the NAF equivalent of an appropriated fund reduction in force (RIF). Under BBA procedures, covered employees are ranked only after an objective, fair and equitable ranking against other NAF employees in the same employment category and group of affected positions. Although the ranking process must include performance and seniority, performance may be the primary criteria. Ranking determines the order in which employees will be affected by BBA.
