Technically there isn’t a start and finish date for white nights, the lightest night assuming there aren’t clouds is the longest day 21st June but obviously the nights leading up to that are also very “white” as well as the nights after. Don’t think of white nights as a “thing” so much as an experience, in St Petersburg it’s when people aren’t limited to daylight hours in quite the same way as the rest of the year. Shops open for 24 hours/day, people are more social and active throughout the period, it’s common for picnics and walks in the parks to take place at 2am. As for dates I’d opt for the first half of July the nights tend to be a bit warmer than in June because the earth has had a few weeks of hot sunshine to warm up. I don’t know if it will still be there but the metro station just off central Nevsky had a small stand that sold the nicest chicken kebabs I’ve ever tasted.
