No, it doesn’t. You may not eat, drink or smoke in public. But you may do so in private. Even at work, exercise a little prudence. You co-workers or colleagues who are Muslims may take offence for blatant display of such prohibited acts. In Dubai, if you forget and pop a cigarette or take a drink in public, you may either be reminded by anyone in sight or the police, or you could get arrested. Muslims failing to observe the fast and are caught face severe punishment.
