Im not 70, yet, and I won have time to get Honored with Lower City to be able to run Heroic Sethekk Halls! Does this mean Im out in the cold for Swift Flight Form?

Not anymore. As of Patch 3.0, Druids will be able to train Swift Flight Form at level 71— of course, you still have to have trained Artisan Riding for 5,000 gold before you can! For those looking forward to the quest, it will still be available.
