I visited my local DEERS/RAPIDS ID card office and I was not serviced because they were not familiar with the U.S. Public Health Service. When this happens you should ask to speak to the Site Security Manager and explain that you are a member of the U.S. Public Health Service which is one of the seven Uniformed Services. Ask them to verify that you have a service record in DEERS which reflects your active-duty PHS status. This should be sufficient for them to update DEERS and issue the ID card.
