WebReq does not support special characters in the file name. So be sure to use only numbers, letters, and under-scores to ensure the file will work properly. Also make sure you are trying to upload the .txt file, not the .log file. The .txt file is the smaller of the two. The .log file is for your use only. And your DODAAC/FEDAAC/UIC is in upper-case letters in your profile.
