The new Florida Energy Efficiency Code (2004 Glitch Cycle) for Method A specifies that air cooled, split system AC’s sized < 65,000Btu/h (i.e. the vast majority of systems installed in residences, and probably what you are concerned with here) have to be SEER 13.0 or higher. SEER 13 is also the national minimum. Table 607.1.ABC.3.2A in section 13-607.1.ABC.3.2 of the Florida Code specifies this and other equipment efficiency minimums.
