There are really two separate issues here but they are tied together by the fact that once you sign up for a carrier’s service (regardless of what retailer you bought your phone and signed up for service through), you are that carrier’s customer. This means that you can’t take advantage of the new customer phone offers you see online (i.e., discounted phone prices) unless you are adding a new line of service. Even if you could, this wouldn’t be a number portability issue, as there would be no reason to transfer your number within the same carrier.
