In our experience, most Russian programmers are as up to date as any other programmers, anywhere else in the world, and for the same reasons – they love to work with the latest and greatest development tools and languages, just like any other creative people. Interestingly, it is perhaps easier for many programmers in Russia to surround themselves with an extensive library of state of the art software than in many other countries, due to Russia’s, err, rather lax enforcement of copyright protection! It is possible to go to a market in Russia and find an amazing array of software CDroms comprising all the latest software, and even a lot of not yet released new software (probably Beta versions), all for sale at prices between perhaps $1 and $5 per CDrom!
