If Xavier just played Forethought, can he use it to counter the Police: Remove Situation card I play in my turn?
* A25.8 Since Forethought is a “discard to use” card, you are allowed to play a card before it can be used. If you play a Police to remove another card from play, he can’t discard Forethought to stop the Police becuase the Forethought cannot be used until AFTER you played your first card in the turn after he puts it into play.
