The organization with the 501(c)(3) status will be the lead agency and must be the main coordinator of the collaboration and all grant materials, program/evaluation expectations and communications will be with the lead agency. Eligibility requirements will be reviewed based on the lead agency – budgets cannot be combined and budgets of collaborators cannot be used to meet the budget range requirement of this initiative ($500,000 – $5m average over three years: 2005, 2006 and estimated budget for 2007). Any collaboration must be active and not in “name” only.
