If time and effort substantiates the direct services provided by an assistant principal for purposes of a grant, could a portion of that individuals salary be paid with grant funds?
No, a portion of an assistant principals regular salary cannot be paid from grant funds because the assistant principal will most likely be on the payroll anyway, even if you didnt have the grant. This would most likely constitute a “supplant” for the district. (See Section F of this FAQ.) However, it may be appropriate to budget and pay “extra duty pay” for the assistant principal, where it is consistent with district policy to pay assistant principals such extra duty pay for performing duties specifically related to the grant during hours that are beyond the normal work hours specified in the contract, or for services that are in addition to the services required to be performed under their regular contract for assistant principal. The extra duty pay can be paid in one of two ways. One method is to base the extra duty pay on the individuals hourly rate of pay. The number of extra hours worked each month would need to be documented, and the assistant principal would be paid extra duty
