The fibre-to-the-premises rollout involves the construction of a range of supporting infrastructure as part of the development of a whole new network. It is not just the replacement of copper for fibre, but the installation of fibre access nodes (like exchanges) and distribution networks, transmission links and so on that the fibre needs to be connected to as part of delivering a new service. This is a long-term construction project. In the interest of service restoration in the shortest timeframe possible, the repair of existing copper services is the most effective solution.
