The WFM is guided by a long-term vision and general principles of federalism. It has often advocated pragmatic steps to achieve incremental goals. Hence the WFM campaigns have focused on specific institutional improvements in areas such as peacekeeping, democratic practices, environmental protection and international human rights. This has been expressed as ‘incremental federalism’.
