If the summary of post secondary living, learning, working is completed at an IEP in Oct, does it require an IEP meeting to update it in May?

It would be inappropriate to hold an exit IEP meeting in October or early in the school year. The Summary needs to have the most current information and be completed/updated near the time of graduation/completion of schooling; however, this may be accomplished separately from an IEP meeting.
