A. Tax money is being used to build the new facility. Once it is built the Family Y will be responsible for financing its operations without any subsidies from the City or surrounding municipalities. Just as it does with its current facility, the Family Y will operate the new facility on a break-even basis. The Family Y is a non-profit charity.
