If the raisin bread expands and moves raisins apart, what is the correlation that contracts if any?
Not sure what you mean by “correlation”, but perhaps this answers your question: gravitational force between objects can cause contraction and binding of systems on small distance scales (like raisins being stuck together in an expanding cake). It’s only on very large scales that the universe is expanding.
