If the participants certificate/card was kept by the ex company and refuse to issue to the participant, can the training center re-print the certificate/card?

Ans: We cannot re-print the cards or certificates if participants ex company refuse to issue to him. Participant need to re-apply to the course in order to receive a new card and certificate.
