No. For anything to be a priority issue there should be business impact and business urgency. However generally the board would ask for an immediate report for the issues where there is real business priority. Therefore in most cases such request from the board, is to be mentioned as a reason for the prioritization. However just because Chairman wants a BSC installed ASAP after a seminar on the same, doesn’t make it a priority.
