If the at-grade alternative is constructed, how will surface streets be affected by light rail?
When the route is at street level or elevated, the right-of-way is generally widened to maintain the existing number of through lanes. However, widening is not an option in downtown Bellevue where buildings are close to city streets. The EIS will provide information about issues related to traffic, right-of-way requirements and street operations for each of the alternatives analyzed.
