If submission of the application is electronic, why is the PAF needed five (5) days prior to the deadline?

Even though the submission is electronic, ORS needs time to review the budget and information provided on the PAF. Sometimes issues and questions can arise during this review and we need time to work these out with the appropriate individuals and University offices.
