If someones culture is from China, does that make them Chinese?
As others have said, Chinese can be a nationality or a ethic blood line. On a persons passport they have their name and their countries name. If a person was born in China with a Chinese certificate of live birth and later applied for a passport from the CCP and were issued a Chinese passport, then they are citizens of China. The laws in China state a person can not be of dual citizenship. I am married to a Chinese national and I have been informed that I CAN get Chinese citizenship but to do this I have to give up my American Citizenship and then apply for Chinese citizenship. I would NEVER give up my American citizenship for anything, I have also told my wife I did not want her to give up her Chinese citizenship either as she loves her motherland (this is what she calls China). Also by both of us keeping our citizenship we can make use of the living styles in both countries. She loves her motherland and I like it very much. Regardless a person was born and raised in China, he can be considered a Chinese only when at least one of his parents is of a Chinese ethnic group ( within the 56 ethnicities ) . I believe, in China, they dont have a law that a foreign person can automatically become a Chinese or get a Chinese citizenship just because he was born and raised in China. You didnt mention clearly of what ethnicity that person’s parents were, because, in China, they do have some ethnicities who are caucasians. .
