If one person shouts, will it be the same loudness as three people shouting?

it would depend , but generally yes, but it wouldn’t be 3 times as loud tho if the 3 people shouted at the same pitch and frequency, and the peaks and troths of the sound wave, matched up then the sound would be louder but if the peak on troths don’t line up then the first two people would cancel each other out, and then the 3rd person would be the only audible person and thus be at the same volume as the single person.

No, not the same loudness, if we assume that all people shout at exactly the same loudness. Two people shouting would increase the loudness by 3 decibels. And 3 people together would be 4.8 dB louder than any one.
