If one medical data submitter is submitting for an insurer on a quarterly basis, does that mean that all of the other submitters for that insurer must also submit on a quarterly basis?

No, each submitter for each insurer may elect to either submit on a monthly or quarterly basis, as long as all of the data is received by the close of the following quarter (e.g., all records with transaction dates in the 3rd quarter are due by 12/31).
