Flowgate Rights (FGRs) are not allocated to NOIEs. FGRs are allocated to Wind-powered Generation Resources (WGRs) who need to also be Congestion Revenue Rights Account Holders (CRRAH). If a NOIE wishes to obtain FGRs, they have to bid for them in the auction.
