We acknowledge that little change can take place on the state level so long as the federal government threatens to withhold a substantial amount of highway funding each year. Accordingly, a major part of our proposal is to recommend that Congress permit states to apply for a waiver of the federal highway-funding condition. In order to obtain such a waiver, states that hope to lower the drinking age must submit to Congress a coherent and comprehensive plan to educate and license young adults to purchase, possess and consume alcohol. A waiver would only be granted to a state with an acceptable program on the grounds that it must show a measurable decrease in the incidence of alcohol-related traffic crashes and fatalities, as well as in rates of binge drinking and other factors related to harmful drinking. The appropriate data, all of which is already collected and analyzed by various governmental agencies, would be gathered over a five-year period and presented to Congress at its complet
