If the tournament is completely voluntary and coaches don’t accompany student-athletes to the school/tournament, then it would be permissible. The school shouldn’t pay for travel expenses, tournament entry fees, uniforms, etc for a tournament during a declared rest period. The tournament must be open to the public, and the student-athletes should not be representing your institution in any way.
