Yes, the cost of the call would be Euro 0.30/min plus a connection fee of Euro 0.15. Also keep in mind that rates are calculated per minute but are billed per second (i.e. a 20 second call costs 0.10 Euro cents plus Euro 0.15 connection fee upon answer).
