If my community has private water and sewer lines, are they included as part of the improvements covered by the municipal service district (MSD) assessment?
No; the MSD assessment is only to be used for expenses related to the road itself. The Town of Cary now operates the water and sanitary sewer utilities for residents of the Town of Morrisville (effective April 2006). Some of the communities may have been built with private water and sanitary sewer utilities, in which case they will need to be brought up to Cary standards prior to being accepted by the Town of Cary as part of its public utilities system. Separate from Morrisville’s private street initiative, the Town of Cary is evaluating all private utilities systems in Morrisville to determine what upgrades are necessary to bring them into the Cary system. Cary staff has been notified of the Town of Morrisville’s proposal for accepting currently private streets as public, and we (Morrisville staff) will be coordinating our efforts with them.
