The scope of this construction project requires the district to sell bonds. This is similar to a homeowner who gets a mortgage to buy their house. By Illinois law, voters must approve the selling of construction bonds. Before the district begins the construction project, they must have the all of the funds available for the entire project. If the district started a project but could not complete it, they would be in breach of contract with the builders and suppliers. Our credit rating would plummet. Mobile classrooms are an inefficient solution due to the costs of utilities, set-up, temporary sidewalks, fire alarms, depreciation, etc. However, if the referendums are unsuccessful, the district would have to purchase trailers on an as-needed basis.
