Any changes will have to get through both houses of Congress & when the 535 members are in agreement, legislation will cross the desk in the Oval Office. McCain may want to do this & he may suggest it, but what will Congress do & what will McCain have to agree to that he doesn’t like to get some kind of law passed. So, I have no answer for the question in the subject summary. DOMA will have to be eliminated or adapted to fit any new programs. But then, that’s Congress. The President can send a plan for a horse to the Congress. It looks like a camel by the time Congress has finished with it. Any party, any president, or any Congress. It was the same with the Ancient Greeks & Romans with their legislative bodies. The Republicans want some decisions made at the state level & want freedom in choice in some areas.
