If Im on a VOIP call in Line2 and I receive a regular cellular call on my iPhone, can I answer it and then return to the Line2 call?

No, if you answer the cellular call your Line2 call will be terminated since the app cannot run in the background. However, if you decline the call (quickly) you will NOT lose the Line2 call.
