If Im a nonexempt employee and off on a holiday, but work overtime on another day during the week or on the weekend, is the overtime at straight or time and one-half rate?

Compensation is at the straight rate. Excluding work on holidays, there is no provision which allows us to compensate (either pay or K time) at the time and one-half rate when the employee hasn’t actually worked 40 hours that work week.
