If you want to go to a regular Japanese school yes you would have to learn it first. If you want to go to a Japanese University as a foreigner yes you have to learn it first, there are many Japanese language schools people study Japanese at first so they can learn Japanese to go to a Japanese university. The two ways around this would be: 1. Your parents are in the US Military (which I don’t think so) and you are on a US military base in Japan, in which case you can go to a special school on base with other students from the US who are living in Japan with their parents who are in the military. 2. Your parents move to Japan for work, and they have money to send you to a special “international school”, in which case, education is usually done in English. But if you want to attend a regular Japanese elementary/jr/sr high school, then Japanese is a must.
