If I use the “/movelog add” command for one of my characters, will all my characters be flagged to be moved to the Exchange-enabled server?

No, flagging is done on a per character basis. You can elect to have all, some or none or your characters moved to the Exchange-enabled server. Players will need to log into each character they want transferred and type the “/movelog add” command to be flagged.
