Several states require three (3) pictures of each horse while many others have not come forward with regulations specific to digital pictures. As there is no place to draw in markings as on a VS-1011 form, most states require that you take at least one picture. If that one picture is clear and has a defining characteristic of the horse, some states do not require more than that one picture. To find out what your state requires for pictures, contact your state veterinarian.
