If you had $19 on your card…you mean a gift card? Some gift cards get deducted a few bucks or a small percentage each month if you don’t use it in say…3 months (inactive fee). If you are talking about $19 in your ACCOUNT in which you use your card to withdrawl your money, some banks will charge a certain amount for having less than a certain amount in your account. I.E. Wells Fargo Bank charges me $5 each month if I have less than $300 in my savings account, and $1 per month for using my debit card connected to my checking account (makes me want to switch, actually).
